Solidarités International is a humanitarian organization which provides aid and assistance to victims of war or natural disaster. For 30 years the association has concentrated its action on meeting three vital needs - water, food and shelter - by carrying out emergency programs followed by reconstruction projects.

Whilst fully respecting the assisted populations\\\' customs and culture, Solidarités\\\' programs are implemented through the joint expertise of around 150 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Burundi, Central African Republic, Southern Sudan, Kenya, Somalia, Liberia, Chad, Democratic Republic of the Congo, Zimbabwe), in Asia (Afghanistan, Pakistan, Thailand, Bangladesh, Myanmar) and in Haiti.

Specific context in zones of intervention:

Programmes operating in Unity and Upper Nile States are implemented in remote areas which are seasonally affected by acute, localised tribal conflict. Rogue militias still operate in the areas and frequently clash with SPLA forces. Compounding the effects of insecurity are the harsh climatic conditions. Populations depend on river water and hand pumps for all purposes. Communities lack the capacity to maintain hand pumps and the will should there be river water or swamp water available. The risk of disease outbreak and/or population displacement is very high in the areas of implementation.

Programme overview:

Emergency WASH interventions aim to respond to acute needs linked to the outbreak of Kalazaar disease, including emergency latrines and showers, and providing emergency water supplies to a remote health care facility treating Kalazaar patients. Activities may shift to different areas depending on needs and can include any number of WASH interventions, such as: emergency hygiene promotion, hand pump repair, surface water treatment, NFI and hygiene kit distribution, water purification tablet distribution, etc.

RESPONSIBILITIES

• Strategy:
- Guarantee consistency for the programme relevant to the populations’ needs
- Contribute to the programme strategy in line with the organisation’s strategy and the context
- Follow up on objectives and specific indicators as defined in the project proposal and propose changes if required by the context
- Supervise the planning of activities and resources on time and according to the defined objectives
- Ensure the defined activities are in line with the budget and its objectives in cooperation with the field coordinator and administrative coordinator

CANDIDATE PROFILE

The successful candidate for the post of Watsan Programme Manager should expect a heavy workload, as the programme has to be continuously managed, and he or she must also ensure the coordination of the field team.
He/she should be able to quickly define the follow-up and monitoring tools required to plan, implement and monitor the programme activities.
The ability to build national staff capacity in the short term is required.

Experience:

• At least one year of management experience in WASH (preferably emergency)
• Knowledge of hydraulics and hydrogeology
• Working knowledge of the water treatment process and experience in water quality analysis
• Practical experience in construction of water and sanitation facilities (wells, boreholes, latrines, etc)
• Team management experience

Skills:

• Implementation and monitoring of humanitarian programmes
• Ability to plan, work within budgets and write progress reports
• Ability to work in an organised and systematic manner
• Ability to work under pressure
• Skills in staff management, supervision, technical support

Languages:

• Fluent English (written and spoken) indispensable


STATUS

Salaried contract, 1400 euros per month.

Solidarités International will pay for accommodation and travel expenses from the expatriate’s country of origin to the site of the assignment. Each month, the Programme Manager will receive 500 euros to cover food and other expenses.

Social and medical cover: Expatriates are on welfare which reimburses all healthcare expenses (medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Necessary vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented. Solidarités International imposes breaks between two working periods: one break every three months. For a one-year assignment, the expatriate will have a break during the 3rd and the 9th month after the beginning of the assignment (with a 500 euro contribution from Solidarités). He/She will also be entitled to go back to France for a 15 day period after six months spent on the mission (Solidarités will cover travel costs).
