Job Title: Regional Automation Expert

Reporting to: Director of the Infrastructure Modernization Division (IMD)

Position Summary:

Under the direct supervision of the Director of the Infrastructure Modernization Division (IMD) and working closely with IMD project managers, the Expert will assist in the modernization of business systems of intellectual property offices (IPOs) in the region for trademarks, patents and industrial designs.

Essential Functions and Responsibilities:
  • Provide direct assistance to IPOs for deployment of business systems, including customization of WIPO technical solutions, integration with existing systems, streamlining of business and administrative processes, data migration and IT infrastructure installation.
  • Technical solutions include automation of office procedures, workflow management, IP forms, official correspondence, certificate printing, publication, digitization of documents, data exchange and filing procedures.
  • Provide initial and ongoing training, knowledge transfer and technical support to staff of IPOs in the management, administration and operation of their business systems.
  • Assist in the on-site assessment of IPOs, including analysis of stakeholder needs, business and legislative priorities, IP office statistics, office resources, IT infrastructure, existing automation status and other information specific to the office for development of its business systems.
  • Provide advice and assistance to the IPOs in preparing hardware/software technical specifications for procurement or in developing software solutions.
  • Assist IMD in planning activities in the region by providing, on a regular basis, information on the general automation status of IPOs, an up-to-date automation profile for each IPO and their outstanding requirements.
  • Contribute to the overall work of IMD, including the work of experts in other regions, as required, by sharing knowledge, experience and best practices in the field of IPO modernization.
  • Submit reports on each mission undertaken to an IP office, as well as monthly reports highlighting the tasks performed, results of analysis and observation, pending problems if any, recommendations and follow-up actions by WIPO and IPOs as applicable.
  • Participate in and contribute to meetings/workshops/seminars as required.
  • Perform any other task as required.
General Competencies Required:
  • Excellent knowledge of IT business systems, including knowledge of database administration and support, modern software technologies (including XML, Java and web technologies)
  • Good knowledge of ICT infrastructure, including network and server administration.
  • Project management skills, including the ability to draft project plans and project documents.
  • Ability to analyze business processes and business requirements and to propose solutions for automation of processes.
  • Ability to work autonomously, and to be self-motivated and proactive.
  • Willingness to learn new skills and to impart knowledge to others.
  • Ability to work with people at all levels in an organization, from senior management to clerical staff.
  • Knowledge of Intellectual Property systems would be an advantage.
  • Fluent written and spoken English, including ability to draft good quality documents. In addition, French and/or Portuguese would be a distinct advantage.
Qualifications:

Education and/or Experience:
  • University Degree or equivalent in computer science, engineering, or a related discipline.
  • At least 5 years professional experience in development and/or deployment of IT systems.
